This manual provides guidelines for people involved in surveillance of vaccine-preventable diseases (VPD), especially people at local health departments. For each disease, the manual has a chapter describing:

- The need to set goals for disease reduction
- Case definitions
- Why it’s important to collect data during case investigation
- Activities for enhanced surveillance
- Activities for case investigation
- Activities for controlling outbreaks
The manual also includes a section for inserting state-specific guidance for vaccine-preventable diseases.
